Finds monitor that contains a window

Parameters

hwnd : PyHANDLE

Handle to a window

Flags=0 : int

Flags that determine default behaviour, one of MONITOR_DEFAULTTONEAREST,MONITOR_DEFAULTTONULL,MONITOR_DEFAULTTOPRIMARY
